COLLABORATION AGREEMENT BETWEEN THE UNIVERSITY OF VALENCIA,
THE POLYTECHNIC UNIVERSITY OF VALENCIA AND THE STRATEGY AND
DEVELOPMENT CENTRE OF VALENCIA (CEyD)

IN A MEETING BETWEEN
Mrs. Maria Josep Cuenca Ordiñana, Vice-chancellor
for Research and Third Year in the University of Valencia.
Mr. Vicente Hernández Garcia, Vice-chancellor for
Research in the Polytechnic University of Valencia.
Mr. Juan Eduardo Santón, Director of the Strategy
and Development Centre of Valencia (CEyD) and Councillor for
Information Society and Innovation in Valencia City Council.
STATE THAT
1. The main objective of the Strategy and Development Centre
(CEyD) is to promote collective construction in the city by
the carrying out of joint projects between the principal players
in the city, and the reinforcement of citizens’ participation
and responsibility.
2. The objective of the CEyD is to identify the principal
strategic challenges that exist in the city of Valencia and
become aware of the main objectives of its institutions and
entities.
3. Amongst the objectives of the Universities that are party
to this document is the promotion of economic, cultural and
social development of the human environment in which they
form a part.
4. The University of Valencia and the Polytechnic University
of Valencia are renowned for their collaborations, amongst
others, with the institutions in the city and in particular
with Valencia City Council and the Valencia Strategic Plan
Association, which has now become the Strategies and Development
Centre (CEyD).
5. Within the framework of the university itself an immense
amount of research and reflection is performed, covering a
wide range of areas designed to achieve the greatest variety
of university degrees.
6. The application of final degree projects, third year research
work and doctoral theses performed in the Universities involving
knowledge of the city and the strategic challenges that face
it, are of great utility, undoubtedly, for curricular activities,
providing an increased civil and public orientation to the
researchers’ work. This also results in greater knowledge
of the city and the development of projects for citizens’
institutions and entities operating within it.
IN ORDER TO ACHIEVE THESE AIMS THEY AGREE TO
I. Coordinate the actions of the Universities and the CEyD
in order to facilitate the possibility of greater and improved
analysis and studies concerning the city of Valencia and its
future. In this way the social, economic and cultural entities
in the city may face their respective challenges with a greater
knowledge base.
II. For this end a stable channel or circuit for collaboration
will be established to bestow the work carried out by the
Universities and the CEyD with a synergic character. This
will, in turn, mean better and greater results for the social
and institutional structure of the city. The channel or circuit
that is established (see appendix) may be altered by mutual
agreement between the parties without this affecting the contents
of the present agreement.
III. The CEyD will create a committee for the evaluation
of any research that is carried out with the presence of persons
designated by Valencia City Council, the University of Valencia
and the Polytechnic University of Valencia. The main objective
of this committee will be to assign annual awards for work
involving the city and the Valencia metropolitan area, realised
in the University of Valencia and the Polytechnic University
of Valencia.
IV. A Mixed Committee for Observance of the Agreement will
be created, formed by the undersigned parties, or by those
persons that substitute them in their position or are delegated
as their representatives for said Committee. The Mixed Committee
for Observance will make all of its agreements unanimously.
V. The Mixed Committee for Observance will have as a mission
the continuous development and improvement of the Collaboration
Circuit whose first formulation may be seen in the appendix
to the present Agreement.
VI. Any proposal for modification of the current agreement
will be presented to the Mixed Committee for Observance, and
must be approved unanimously. Said Mixed Committee will receive
any complaints concerning the Agreement.
VII. Any of the undersigned parties, may present a complaint
concerning the Agreement, at any moment. The presentation
of the complaint to the Mixed Committee for Observance will
mean, after the passing of fifteen calendar days, the termination
of the Agreement, if the retraction of the complaint does
not occur during this time period.
VIII. The duration of the Agreement will be for two years,
and may be automatically renovated for further one year periods.
The undersigned parties hereby express their full acceptance
of the terms of the present document.
